The Dark Masters are a group that consists of four powerful Mega-level Digimon who took advantage of the DigiDestined returning to their world to conquer the Digital World and convert it into Spiral Mountain, which is divided by four territories.

Dark Masters existed during the adventure of the previous DigiDestined preceding Tai's group and were defeated when Megadramon sacrificed himself to enable the other DigiDestined's Digimon to digivolve into the Harmonious Ones and defeat them.
Digimon Adventure 02[]
It is reveals that the Dark Masters exact their revenge and sealed the Harmonious Ones from the Digital World prior to the DigiDestineds' return. As the DigiDestined learn, the defeat of each Dark Master causes their domain to cease and be eventually reconstituted into the recreated Digital World.
